This OEM-specification capacitor kit includes both the dual run capacitor (P291-7073RS / superseded by P291-7074R) and the start capacitor (P281-1766) — the factory-matched pair for the Carrier PH15NA04800GBAAA Comfort 15 heat pump condenser. The dual run capacitor continuously energizes the compressor and condenser fan motor during operation, while the start capacitor delivers the extra voltage surge needed to spin the compressor up from a standstill. When either fails, you'll experience a humming unit that won't start, a compressor that trips on thermal overload, or a system that short-cycles within the first few minutes of operation.
