The run capacitor gives the compressor and condenser fan motor the steady phase shift they need to keep running efficiently after startup. When it weakens or fails, and capacitors are the single most common HVAC failure, you'll hear a hum or clicking from an outdoor unit that won't start, the fan may spin slowly or not at all, the compressor can buzz and trip its overload, and the breaker may pop.
