The run capacitor stores and releases electrical energy to keep the blower motor (and, on combo equipment, the condenser/compressor motor) spinning smoothly and at full torque. When the capacitor weakens or fails, it can no longer supply the phase shift the motor needs, so you hear loud humming, the blower struggles to start or won't spin at all, airflow drops off, the motor overheats and trips on thermal overload, or the breaker trips. A bulged, swollen, or leaking can is a sure sign the capacitor is finished.
