It steps the incoming 208/230V line voltage down to the 24V that powers the thermostat, control board, relay coils, and safety switches. The 40VA rating gives it the current capacity to handle the unit's normal control load. When this transformer fails, the entire low-voltage side stops working: the thermostat loses power, the blower and compressor never energize, and a meter reads no 24V across the R and C terminals. Typical causes are a shorted low-voltage wire, a shorted contactor coil pulling too much current, or age-related winding breakdown that opens the internal thermal protector.
