It steps the 208/230V line voltage down to 24V to run the thermostat, control board, contactor and relay coils, and the unit's safety circuits. A failed transformer disables the entire low-voltage system: the thermostat goes dark, the blower and compressor will not engage, and there is no 24V measurable across R and C.
