The dual run capacitor stores and delivers the electrical charge needed to start and sustain both the compressor and the condenser fan motor simultaneously. When this capacitor weakens or fails, you'll commonly experience a humming condenser with no motor movement, the system short-cycling within the first few minutes of operation, or a complete no-cooling/no-heating condition.
