The dual run capacitor stores and releases electrical charge to start and sustain both the compressor and the condenser fan motor simultaneously. When this capacitor fails, you'll typically notice humming with no motor start, the compressor short-cycling within minutes of startup, or the condenser fan spinning slowly or not at all.
